" Improving the life chances of children & young people"

The Integrated Services for Children & Young People (ISCYP) Programme is a major initiative of the West Belfast Partnership.  The result of work undertaken by the West Belfast and Greater Shankill Task Force, led by Gerry Adams MP and involving local community activists.  Funded through the Integrated Development Fund from OFMDFM and disseminated via DE/BELB this initiative aims to bring together those who provide services which impact on the lives of Children & Young People and their families and will maximise this impact, improve connectivity and enhance integrated working thought specific planned delivery of services and programmes.  ISCYP staff will work to ensure children, young people and their families can receive the best possible support services and life opportunities.

ISCYP operates across the Greater Falls, Upper Springfield, Upper Falls and Alternative Education Provision in West Belfast.  The teams are delivering services on ‘themed approaches’ in Education & Learner Support, Family Support, Youth Services and Mental Health & Well-being.  Through ISCYP we aim to:

  • Raise aspirations of our children and young people
  • Improve life chances and opportunities
  • Increase achievement
  • Support commitment to lifelong learning
  • Increase employability

 The Programme is funded through the Department of Education by the Integrated Development Fund following the work of the West Belfast and Shankill Taskforces and is currently available until March 2011. 
The Integrated Services for Children and Young People (ISCYP) Programme works across West Belfast and Greater Shankill to improve the life chances of children and young people. 
The programme is managed by Area Partnership Boards working together with Health Action Zone (HAZ), Belfast Education and Library Board (BELB), HSC and organisations based in the local community.
Integrated Services for Children and Young People (ISCYP) programme of work is led by the Belfast Education and Library Board on behalf of the Health Action Zone (HAZ).

ISCYP programme will work on two levels –

  1. to pilot the delivery of integrated services
  1. to signpost to all strategic partners that integrated services can work effectively with their target group, moving from an ethos of working in silos and aiming to achieve organisational change for the ultimate benefit of children, families and their communities

 
A priority for the programme has been the engagement of community, statutory and voluntary agencies.  Ward Areas in West Belfast who will benefit from this vital and timely – if not overdue programme are: Clonard/Falls/Whiterock/UpperSpringfield/Andersonstown/Lenadoon/Suffolk
who have experienced long-standing levels of deprivation. In order to identify local needs and agree appropriate interventions and inputs a Local Implementation Action Group was formed to agree the programme of work.  

The agreed proposals form the basis of a Service Level Agreement between Belfast Education and Library Board and West Belfast Partnership Board.

It was agreed that the particular focus of this programme will be on:

  • Healthier, Safer, Happier Children and Young People;
  • Children and Young People achieving their potential;
  • Improved Educational Achievement;
  • Improved Mental Health and Wellbeing of Children & Young People and Families;
  • Greater, more effective integration of services involving statutory, community agencies/representatives in designing, planning and service delivery.

Overall aims:

  • To work together across communities and organisations to plan, design and deliver integrated services to improve the life chances of children and young people in the area that it serves
  • To raise the aspirations of children/young people and families
  • Ultimately the purpose will be to change how services are developed and delivered in order to improve outcomes for children and adopt new models of partnership working at local level

In order to improve life chances we will be focusing on all aspects of the lives of children and young people - their families and all of those who have influence on them – schools and the wider community.  We will be taking an approach based on the a child centred learning pathway - 0 to 25 -  most importantly we will target key transition stages: ante natal, nursery to primary, primary to secondary, secondary to FE or employment.

The programme of work in west Belfast is focused around the following 4 pillars:

  • Early Years
  • Parent Support
  • Health and Well–Being
  • Learner Support

Most importantly programmes of work had to be mapped against the current and planned service provisions within their area – It was essential that ISCYP funding is used to compliment programmes – address the gaps in service – enhance services - not replicate. West Belfast has planned to deliver their ISCYP programme within the following themes:

To take forward the work of the Project Board, the HAZ succeeded in its bid to Inegrated Development Fund (IDF) in 2004 for substantial new investment - 5 million pounds over 3 years. This funding followed on from the work of the Shankill and West Belfast Task Forces.

The Integrated Services Programme Leader, employed by lead partner Belfast Education and Library Board was appointed on Novemember 2007 and took position on 1st March 2008.

West Belfast Youth Work Forum

The forum aims to provide a ‘collective voice’ in relation to policy issues facing Youth across Greater West Belfast. Such a forum is a necessary tool in order to advocate on relevant issues on behalf of Young People across Greater West Belfast. The voice of the young people will be necessary in the development of the community. The forum seeks to develop a participation model that will ensure their inclusion in the decision process.
In order to facilitate the model the forum will make an advance in a greater sharing of information and development of good practice among Greater West Belfast Youth Work Forum. This will be disseminated through various organized events e.g. conference in relation to specific area/s. The Forum is comprised of representatives working with, for/on behalf of young people from Greater West Belfast and meets at least once every quarter.

ISCYP Launch 2009..

The Integrated Services for Children and Young People Programme operates across Greater Shankill and West Belfast and is based on the evidence that better integration of services (i.e. better working together) leads to better results and brighter futures for children, young people and their families.
