Strategic Regeneration Framework

Background

Connect the Disconnect

Background

The Renewing Communities action plan established that a Strategic Regeneration Framework (SRF) would be developed by each of the Belfast Area Partnerships (BAPs).

In consultation with the Belfast Regeneration Office (BRO), terms of reference for the SRF were agreed and a call for tenders to take the work forward, was issued in June 2007.  A team comprised of Deloitte and RPS was appointed to develop the SRF for the west of the city.

In order to ensure that the plans were connected across the city the terms of reference stated that the various SRF teams were required to meet and discuss common themes and issues emerging throughout the development process.

In addition, the West Belfast Partnership led an alignment process that will ensure that both the Department for Social Development and the Belfast City Council are working along with the BAPs throughout the SRF process.

Progress to Date

Following the appointment of the Deloitte/RPS team in September 2007 the West Belfast SRF Steering Group was set up to oversee the process and meet on a regular basis to discuss the material and offer feedback.

Due to the wealth of strategies and initiatives across West Belfast the first stage was to marshal the existing material and complete an analysis on the socio-economic profile of West Belfast. A stakeholder analysis plan was developed and a range of good practice models were examined.

The West Belfast Partnership and its subgroups met on a number of occasions to discuss and input into the emerging material. Five thematic sessions were held covering: Neighbourhoods (including community safety, good relations and housing; enterprise, investment & economy; skills & training; culture & tourism; accessing services (including education & health). After months of consulting groups and subject matter experts, the SRF priorities are now at a key stage.
